This research aims to describe the process of formulating education policies to strengthen students' Islamic character at Madrasah Ibtidaiyah Hasyim Asy'ari Bangsri Sidoarjo. This research uses a qualitative method with a case study approach. The selection of research subjects used purposive sampling of four people, namely the Head of the Madrasah, Deputy Head of the Madrasah for Student Affairs, Teachers and Chair of the Committee. The data collection method uses observation, interviews and documentation methods, which are then analyzed through the stages of condensation, data presentation and drawing conclusions. The results indicate that the formulation of education policies to strengthen students' Islamic character at Madrasah Ibtidaiyah Hasyim Asy'ari Bangsri Sidoarjo has been implemented effectively through the process of preparing policy formulation, policy implementation and policy evaluation. At the policy formulation stage, the madrasah carries out a consensus by involving several related parties in order to develop an appropriate character education program in accordance with the madrasah's vision and mission. At the policy implementation stage, the madrasah through the school principal delegates responsibility for implementing the character education program to related parties so they can start implementing the program according to their respective capacities. After that, a policy evaluation was carried out both at the implementing level in the field and the achievement of program effectiveness indicators.
